The University Grants Commission (UGC) has updated its timelines for higher educational institutions seeking recognition to offer Open and Distance Learning (ODL) and online programmes for the 2026–27 academic session.
While the window for submitting the initial online applications via the official Distance Education Bureau (DEB) portal closed on 15th September 2026, the commission is still accepting physical document submissions.
Eligible universities and colleges now have until 25th September 2026 to deliver their original signed affidavits along with all printed annexures to the UGC headquarters.
UGC ODL Application For HEIs: Details and Exemptions
The current timeline strictly applies to institutions looking to start their distance education sessions in January–February 2027. University administrators must ensure that their physical documents reach the designated bureau before the September 25 cutoff to avoid disqualification.
However, the UGC has maintained a major exemption for top-tier institutions. Category-I Higher Educational Institutions (HEIs) and universities that are already entitled to offer online degrees do not face these rigid constraints.
For these autonomous and highly rated institutions, the UGC online application portal remains open year-round, allowing them to apply for program additions at any point.
The regulatory body emphasized that no further timeline extensions will be granted for non-autonomous colleges. Institutions are advised to cross-verify their NAAC scores and NIRF rankings against the compliance checklist before sending their final physical parcels.
Quick Overview of Event:
- Online Application Deadline: Closed on 15th September 2026.
- Hard Copy Submission Deadline: Closes on 25th September 2026 (for original affidavits and printed annexures).
- Target Academic Session: Applies to programmes beginning in the January–February 2027 cycle.
- Year-Round Exception: Category-I HEIs and already entitled universities face no deadlines; their application portal remains open all year.
UGC has extended the deadline for HEIs to submit required hard-copy documents.
The deadline for hard-copy submissions is September 25, 2026.
The deadline applies to Higher Education Institutions (HEIs) submitting UGC ODL applications.
