In a major move to ensure that financial constraints never block the academic dreams of meritorious students, the University Grants Commission (UGC) is aggressively expanding the implementation of the pathbreaking Central Sector UGC PM Vidyalakshmi Loan Scheme.
The fully digital initiative guarantees fully collateral-free and guarantor-free education loans to students securing admission to top-tier Higher Education Institutions (HEIs) across India.

UGC PM Vidyalaxmi Loan Scheme with Zero Collateral and Zero Guarantor
Administered through a unified digital pipeline, the PM Vidyalaxmi scheme allows students to search, compare, and apply for education loans across multiple banks via a single Common Education Loan Application Form (CELAF).
To boost banking confidence and encourage immediate lending, the Government of India provides a 75% credit guarantee to banks for all student loans valued up to INR 7.5 lakh. Furthermore, interest rates are strictly capped at the individual lender’s Externally Benchmarked Lending Rate (EBLR) + 0.5%, preventing predatory pricing.
Who Qualifies? The 1,425 Top Institutional Tier List
The scheme does not apply to all colleges. Instead, it dynamically links eligibility to high academic standards. It covers 1,425 Quality Higher Education Institutions (QHEIs) based directly on the National Institutional Ranking Framework (NIRF):
- Automatic Entry: All Centrally Funded Technical Institutions, including IITs, NITs, IIMs, and IIITs.
- Top 100 Criteria: All government and private universities ranked within the top 100 overall or in domain-specific NIRF categories.
- State Excellence: State-governed institutions ranking between 101 and 200 in the NIRF index.
Tiered Interest Subsidies: High Relief for Middle-Class Families
While base collateral-free loans are accessible to all income groups, the scheme introduces a tiered interest subvention system during the moratorium period (the course duration plus one year):
- Income up to INR 4.5 lakh: Eligible for a 100% interest subsidy backed by the PM-USP CSIS program.
- Income Between INR 4.5 Lakh and INR8 Lakh: Eligible for a 3% interest subvention on education loans up to INR 10 lakh (provided the student does not receive any other central or state scholarship).
- Income Above INR8 Lakh: Eligible for the standard collateral-free loan facility without interest subventions.
In a push for financial technology integration, all approved interest subsidies are credited directly to students via Direct Benefit Transfer (DBT) into their central bank digital currency (CBDC) wallets using the PM Vidyalaxmi Digital Rupee App.
