The Ministry of Education, in collaboration with the University Grants Commission (UGC), has launched a nationwide public consultation for the proposed University Townships Initiative 2026.
The initiative was announced in Paragraph 62 of the Union Budget 2026-27 and aims to establish five integrated university townships or knowledge cities in India near major industrial and economic corridors.
Under the initiative, the UGC has asked Higher Education Institutions (HEIs) to encourage students, faculty members, researchers, and alumni to participate in the official MyGov consultation. The feedback will help shape the framework, selection criteria, and implementation guidelines for the proposed UGC University Townships Initiative.
What Is the University Townships Initiative?
The University Townships Initiative aims to create large integrated higher education hubs that bring universities, research institutions, industries, and skill development centres together.
The proposed University Townships in India are expected to include:
- Industry-Academia Collaboration: Universities, research centres, and industries will operate close to each other to improve employability and reduce skill gaps.
- Global University Partnerships: Dedicated areas may be developed to attract leading international universities and promote global higher education collaborations.
- Modern Higher Education Infrastructure: The townships may include research laboratories, student housing, residential facilities and skill development centres.
- Support for Women in STEM: Financial support for girls’ hostels and specialised campus accommodation is proposed to encourage greater participation of women in science, technology, engineering, and mathematics.
How Will States Be Selected?
The five proposed university townships will be selected through a competitive challenge route for states.
State governments are expected to compete based on factors such as:
- Availability of suitable land near industrial corridors
- Strong transport and digital connectivity
- Proximity to major economic and manufacturing hubs
- Supportive higher education policies
- Potential for industry-academia partnerships
The selected states will receive central support for developing these large-scale higher education and knowledge hubs.
UGC Public Consultation on University Townships
The ongoing UGC public consultation on the MyGov platform is intended to collect suggestions from the higher education community. Students, teachers, researchers, and alumni can contribute their views through the official consultation process.
The feedback will be considered while finalising the University Townships Initiative 2026, including state selection parameters and operational guidelines.
